SBA (8a) is an ownership/diversity certification sponsored by the Small Business Association (SBA) of the United States government. The 8(a) program is a nine-year business development program that provides business training, counseling, marketing, and technical assistance to small businesses that have been certified. The first four years of the program are the developmental stage and the last five years are the transition stage. 

​

The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to engage in direct buy contracts with certified contractors, streamlining and simplifying the acquisition process for Contracting Officers and federal agencies. This acquisition method provides for direct negotiations in clarifying scope and budget, allowing both the federal government and 8(a) contractors to reduce risk in delivery. It also provides a streamlined process for rapid acquisition and is a recommended vehicle of choice for time-sensitive projects with complex (and sometimes incomplete) requirements.

The Federal Supply Schedule (FSS) program includes the Multiple Award Schedule (MAS) and the Department of Veterans Affairs (VA) Schedules. The VA has delegated authority from GSA to establish Federal Supply Schedules for medical products and services. Under the MAS Program, GSA issues long-term governmentwide contracts that provide federal, state, and local government buyers access to commercial products, services, and solutions at pre-negotiated pricing.

STARS III is GSA’s 8(a) small-business, set-aside Government Wide Acquisition Contract (GWAC) is a best-in-class (BIC) vehicle with a $50 billion ceiling and a 5-year base period plus one 3-year option period, providing technology solutions and services across the entire Federal Government. STARS III provides flexible access to customized IT solutions and emerging technologies from a diverse pool of 8(a) industry partners.

Ark and Zantech together created the joint venture (JV), Zantech-Ark JV, LLC and is the contract holder for 8(a) STARS III.

Scope of Awarded Contract

Basic Scope – All 8(a) STARS III awardees can provide: Examples of IT solutions and services within the basic scope of STARS III include, but are not limited to:

  • Data Management;

  • Information and Communications Technology;

  • IT Operations and Maintenance;

  • IT Security / IT workforce augmentation;

  • Software Development; and,

  • Systems Design.
     

Sub-Area 1, Emerging Technology – Limited to 8(a) STARS III awardees, including Zantech-Ark JV, LLC, receiving a separate award in this sub-area:

  • IT services-based solutions that involve emerging technology (ET) innovation to securely accelerate transformation and advance mission outcomes. Examples of Emerging Technologies within the scope of Sub-Area 1 include, but are not limited to:

  • Artificial Intelligence (including Machine Learning, Deep Learning/Neural Networks, Natural Language Generation);

  • Autonomic Computing;

  • Blockchain / Distributed Ledger;

  • Quantum Computing;

  • Robotic Process Automation;

  • Technological Convergence; and,

  • Virtual Reality (including Augmented Reality, Extended Reality, Mixed Reality).

Ark Infotech LLC is a CATS+ Master Contractor. 

 

CATS+ Master Contract enables the State government to procure IT consulting and technical services in a timely and economical manner. Through CATS+, the State will have a flexible means of obtaining information technology (IT) resources quickly, efficiently, and cost-effectively by issuing task orders specific to its needs.

MDOT MBE, DBE, SBE, SBR

Ark Infotech LLC is an MDOT-certified Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), Small Business Enterprise (SBE), and Small Business Reserve (SBR).

The Maryland Department of Transportation (MDOT) is Maryland's official certification agency for the Minority Business Enterprise (MBE) Program, the Disadvantaged Business Enterprise (DBE) Program, the Airport Concessions Disadvantaged Business Enterprise (ACDBE) Program, and Small Business Enterprise (SBE) Program. In 2004, the state created the Small Business Reserve (SBR) Program, providing small businesses with the opportunity to participate as prime contractors on state contracts by establishing a unique marketplace where small businesses compete against other small businesses instead of larger, more established companies.
